You can think of it as sadness attached to something else in the sentence. In its most concrete use, the sadness sits on a person's behaviour — you hear it in the voice, see it on the face. From there it drifts off the person and onto the whole statement: the speaker steps in to say 'this news is bad, and I'm sorry about it'. In a small set of phrases it drifts one step further and simply makes a bad thing sound worse.
