One way to hold it: the needle sits just above zero. Something is technically there, but only barely — so little that the sentence comes out negative. Notice that hardly is not the adverb of hard: it does not mean "with effort". A person who hardly works and a person who works hard are opposites.

可以想成指針只比零高出一點點：東西勉強算存在，但少到整句話聽起來等於否定。要特別留意，hardly 不是 hard 的副詞，它跟「努力」無關——He hardly works（他幾乎不做事）和 He works hard（他很努力）意思剛好相反。
