One way to hold this word: there is the thing, and then there is the layer around the thing. Packaging is that layer — the paper, the box, the plastic you take off before you can use what you bought. From that one picture the other uses grow: the layer itself, the work of putting the layer on, the whole industry that makes those layers, and, when what is wrapped is a person or a company, the image wrapped around them.
