One way to hold glowing is the last stage of a fire. The flames are gone, the wood is still red, and it gives out a steady warm light with nothing flickering. That light is soft, but it is : you can see it from across a dark room. Words can do the same thing. A report or a set of words can be so full of praise that the whole thing seems to give off that same warm light.
