The word is literally re- ('again') + view ('look'): to look at something a second time, deliberately, to judge it. Hold that picture — going back over something with a careful, evaluating eye — and every sense follows: looking again at a plan to decide if it needs changing, looking critically at a film and writing up your verdict, looking back over a stretch of time to sum it up, looking again at your notes to fix them in memory, or a commander looking over rows of troops. Noun and verb are the same act, once as the doing, once as the thing produced.

From French 're-' (again) + 'voir/vue' (to see / a seeing); 'review' is literally 'a seeing again', a deliberate second look.
