Picture two people arriving at the same feeling about something. One side proposes; the other side, who could have said no, says yes instead. That is the whole word: not enthusiasm, not an order obeyed, but a willing 'yes' from someone who had the power to refuse. Everything else consent does is either the paper that records that yes, or the same yes spread across a whole group.

Latin consentire is literally 'to feel together' (com- 'with, together' + sentire 'to feel'); it entered English around 1300 through Old French consentir. That literal sense explains why one word covers both 'I permit you' and 'everyone is of one mind' — both are two or more parties whose feeling lines up.
