Picture a sign on a gate saying this is not allowed, with a rule or a law standing behind it. Prohibit is the official kind of stopping — someone with authority has closed the door. The second use keeps the closing but drops the authority: when a cost or a condition makes something impossible, it prohibits it just as effectively.
可以想成：門上掛著一塊牌子，寫著不准，而牌子後面站著一條規定或法律。prohibit 講的是這種「官方的阻止」——有權力的一方把門關上了。第二個用法保留了「關上」，但拿掉了權力：當費用或條件讓一件事根本做不成時，它一樣把路擋住了。
