Picture the step that happens before a decision is made: people sit down, the ones who know something or will be affected get to speak, and only then does anyone decide. Consultation is the name for that step — the going-and-asking, seen as an event or a process.
可以想成：決定之前多出來的那一步——大家坐下來，懂的人或會受影響的人先講話，講完才拍板。consultation 就是這一步的名字，是動詞 consult（去請教）變成的名詞，可以指一場會面，也可以指整個過程。
