To organize can be thought of as putting something into a structure: papers into an order, people into a group, land into a system of government. Put un- in front and that step has simply not happened. So unorganized shows things that are all present but have not been given a shape.
organized 可以想成「被放進一個結構裡」：紙張被排好、人被編進團體、土地被劃進制度。前面加上 un-，就是這個動作沒有發生過。所以 unorganized 的畫面比較像一堆東西都在，只是還沒有被給定形狀——不是缺少，是缺少秩序。
