Picture someone drawing one line around a group of things and saying: everything inside this line is counted, nothing inside it costs you extra or gets left out. The word always points at that line and tells you what falls inside it - a price with the meals and the taxes already inside, a group with all sorts of people inside, a range with both end numbers inside.
