One way to hold this word: a piece of paper being put where it will be found again. Someone slides it into the right folder, the drawer shuts, and from then on it exists in an agreed place. That single move explains both senses — the work of doing it, and the document once it has been handed in and put on an official record.

A separate picture that happens to be spelled the same. A file here is a rough metal bar rubbed back and forth across metal to wear it down, and what falls away is a small heap of hard, sharp flakes. Almost dust, but each bit has an edge. The word for them is always plural: filings.
