Picture the act of laying or bringing one thing onto another so it does its work there — pressing a hand onto a surface, spreading cream onto skin. From this 'put X onto Y to act' image grow: putting a request before an office, putting a tool to a real use, putting effort onto a task, and a program put to a job.

From Latin applicare, 'to fold or attach onto', from ad- ('to, onto') + plicare ('to fold'). The modern senses all keep this 'bring/lay one thing onto another' picture.
