To make people follow a rule or law, using official power when they do not.

One way to hold it: a rule written on paper has no power by itself — someone has to stand behind it and push. To enforce is to put strength behind a rule so that it actually happens in the world, whether or not people feel like obeying.
規則寫在紙上的時候，它其實一點力量也沒有——真正讓它生效的，是有人站在它後面推。enforce 就是「替規則加上力氣」這個動作：不是把規則訂出來，而是讓它在現實裡真的發生。所以這個字裡永遠藏著一組張力——一邊是規則，一邊是不想照做的人，而 enforce 就是站在中間那股把兩邊壓在一起的力量。
From the word’s history
From Old French enforcier, from Late Latin infortiare: en- ("in, into") + fortis ("strong"). The literal sense is "to put strength into" — which is still exactly what the modern word does to a rule.
字根拆開是 en-（使、放進）+ fortis（強壯，跟 force、fort 同源），字面意思就是「把力量放進去」。這個舊義幾乎原封不動地留在現代用法裡：enforce a law 就是「把力量放進一條法律裡」，讓原本只是文字的東西有了執行的重量。記住 force 藏在中間，這個字的畫面就固定了。
