One switch, turned off. Order is the thing that puts each item in its place and each person within the rules; disorderly says that switch is off. Turn it off over objects and you get a heap on the floor; turn it off over people in a street and you get shouting, pushing and the police arriving.

Wiktionary records the word as disorder + -ly, or alternatively as dis- + orderly — either way, it is 'orderly' with a negative switch in front.
