Unruly describes people, especially children or crowds, who are hard to control, don't follow rules, and behave in a wild or badly-behaved way — 'unruly students' or 'an unruly crowd.' It can also describe hair that won't stay neat and tidy, in a lighter, non-serious way — 'unruly hair.'
