Picture bringing something to a close — the last item of a meeting, the final page, the signature at the bottom of a treaty. From that closing come two useful moves: the thinking stops and you are left with a verdict, and the negotiating stops and you are left with a deal. Note the word is formal throughout; in conversation English says finish, end, or decide.
