Picture coolness sinking slowly into something and staying there. Sunk into a drink, it becomes the pleasant cold you want on a hot day. Every use of chilled describes the finished state: the cool has already gone in.

Wiktionary records chilled as Middle English chilled, chylled, equivalent to chill + -ed — literally 'having been made cold', which is exactly the finished state the word still names.
