You can picture busy as a space that is filled right up with activity, with no empty room left over. The clearest case is a person whose hours are packed with things to do — hands full, nothing spare. From that one picture the word spreads outward: a stretch of time can be packed the same way, and so can a place (filled with people and movement), a phone line (already filled by another call), even a pattern (filled with too many little details). The verb is just you doing the filling — putting your own time to use so it doesn't sit empty.
