At the heart of suspect is a half-formed hunch you can't yet prove: you sense that something is probably so — usually something bad or not-quite-honest — without being sure. From that one feeling come the verb (to think it's probably true, or that someone did the wrong thing), the noun (the person that hunch points at), and the adjective (the thing that gives off that 'don't quite trust it' feeling).

From Latin 'suspicere', literally 'to look up at / look at from below' — and so to look askance at, to mistrust. The whole word keeps that sideways, not-quite-trusting glance.
