You can picture submit as putting yourself — or your work, or your idea — UNDER someone else's authority or judgment: you lower it down and hand it over to a higher power to decide on. Whether it's bowing your head, handing in a form, or laying an argument before a judge, the move is the same: it goes down and under, for someone above to deal with.

From Latin submittere 'to lower, let down, put under', from sub 'under' + mittere 'to send, let go'. The 'send under / place oneself under' picture is exactly what still ties the modern senses together.

來自拉丁文 submittere「放低、降下、置於其下」，由 sub（在下面）+ mittere（送、放開）組成。「往下送、把自己放到下面」這個畫面，正是今天各個意思仍然共用的那條線。
