Think of proceeding as what the verb proceed leaves behind when it turns into a noun: something moving forward, one step after another. A ceremony moves along. A court case moves along. You can point at the whole line of steps, you can pull out one single step, and you can write the line down afterwards. Every use of the word sits somewhere on that line.
