Picture two things put in front of you and your hand moving towards one of them. The word names that leaning — not how much you like something on its own, but which one wins when you have to pick. Once you see it as ranking rather than liking, the second sense follows: if one group is put ahead of another in a queue, that is the same leaning built into a rule.
