Picture a calendar with a window cut into it. Inside the window a rule is lifted and something normally held back is allowed; outside it, the rule is back in place. Open here is not a door swinging — it is open the way a shop is open: permitted, for now. Everything this phrase does comes from that window: something is loose for a while, and everyone knows it.
