Draw the day as a curve of how many people are using something — trains, phone lines, a swimming pool. The top of the curve is the peak, and off means away from the top, so the word can be thought of as pointing at the low, flat part of the line. Standing down there, you can look at two things. One is the quiet stretch of time itself. The other is the cheaper ticket that is sold for standing there.
