One hand resting on the wheel. Everything else in the vehicle may be moving and useful, but only that hand decides where the whole thing goes. Governing marks whoever, or whatever, has that hand on the wheel: the body that makes the rules, the party in power, or the one principle that every other rule has to steer by.
可以想成一隻手放在方向盤上。車上其他東西都在動、也都有用，但只有那隻手決定整台車往哪走。governing 標記的就是「手放在方向盤上的那一個」：訂規則的機構、在位的政黨，或那條其他規定都得跟著轉的原則。
