Start from one thing: a flat plank of wood — longer than it is wide, thin, with a flat surface. That single plank is the seed of the whole word, but it grows in two very different directions. As a surface, it becomes every flat board you write on, cut on, play on, or ride on. Put planks together into a table, and 'board' jumps to the people who sit around it (a board of directors) and the meals served on it (room and board). A separate old strand — the plank-built side of a ship — gives 'on board' and the verb 'to board' a vehicle.

From Old English 'bord', which already carried two senses: (1) a plank/board and (2) an edge or ship's side. The 'table' senses (council, meals) are by metonymy from a board used as a table; 'on board / board a ship' comes from the ship's-side strand. So the families are not all one metaphor — they are two old roots that happen to share the spelling.
