Picture an action done through the proper channel — signed, stamped, announced, on the record. Formally says the thing was done in the recognised form, so it counts. Turn the same idea onto how a person behaves and it becomes the careful, respectful manner people use when the occasion is serious.
可以想成：一件事是照著「規定的形式」走完的——簽了名、蓋了章、正式對外說了，所以它算數。formally 標示的就是這個「合乎形式」。把同樣的概念從程序移到人的舉止上，就變成在慎重場合裡那種有禮、拘謹、不隨便的表現方式。兩個用法共用的是「照著該有的樣子來」，只是一個管手續，一個管態度。
