Think of the small painted plate hanging on a kitchen wall. Nobody eats from it. It is there because the wall looks better with it — its whole job is to please the eye. Calling something decorative says you are looking at it as an ornament: it may still work (a decorative lamp does light the room), but the reason it was chosen is how it looks.
