Think of a moment where the stops. Something was still open — the game could go either way, the argument could go on — and then one thing lands and it is settled. `decisive` can be held as the quality of that landing: after it, there is no more back-and-forth. The word points sometimes at the event that settles things, sometimes at the person who does the settling, sometimes at the settled result itself.
