Soft, loose cotton pulled into a light mass that soaks up liquid, used for cleaning a cut, putting medicine or make-up on the skin, and as soft padding around things.

Picture cotton pulled apart until it is mostly air: a light, springy, white mass. It holds liquid, it presses down and comes back up, and it can sit around anything as a soft layer. That same mass shows up twice in real life — as the crop coming off the plant, and as the ball in the bathroom cabinet. And once you can see a person packed inside it, the expression about protecting someone almost explains itself.
