Just starting to grow or develop, so it is still small and new. It is used in front of a noun: a budding romance, a budding interest in music.

Think of a bud on a stem: the thing is already there and you can see its shape, but it is still closed and has not opened yet. Every use of budding sits at that one moment — started, real, not yet full — whether the thing on the stem is a leaf, a friendship, or a person's first year of doing something.
