Think of the line where the water's surface sits: everything below that line is another world — quieter, heavier, and closed to ordinary air-breathing things. 'Underwater' points at anything that lives on the lower side of that line, whether it simply is down there (an underwater cave, an underwater rock) or was built to keep working down there (an underwater camera, an underwater microphone).
