A small spoon that you use to mix sugar into tea or coffee.

You can think of it as the smallest spoon in the drawer — the little one that sits next to a cup of tea, just big enough to stir in sugar. Because everyone owns one and they are all about the same size, that little spoon quietly becomes a ruler: 'a teaspoon of salt' means 'as much as fits in that spoon'.
