Picture a story travelling mouth to mouth with no receipt attached: someone heard it from someone, it arrives at you, and nobody in the chain can point to where it started. The word says nothing about true or false — it only tells you how the story got here.

可以想成：一則故事一張嘴傳一張嘴地跑過來，身上沒有任何收據——某人聽某人說的，傳到你這裡，整條線上沒有人指得出源頭在哪。這個字本身不判斷真假，它只交代「這個消息是怎麼到你面前的」；所以英文常說 The rumour turned out to be true，一點也不矛盾。
