Picture a decision already made and set down on the table — the resignation letter written, the ticket bought, the 'no' already said. Then picture someone picking it back up and turning it over once more, the way you pick up a shirt you already decided not to buy. Nothing has changed yet; the point of the action is that the door is open again. That second pick-up can be held as the picture inside 'reconsider': the matter was closed, and you are choosing to open it and look one more time, knowing you may end up keeping the same answer.
