Picture the little hook with a dot under it, sitting at the end of a line. Its whole job is to say: this is not settled, someone is asking. Once you can see that shape, English starts putting it in places where there is no writing at all — hanging it in the air above a plan nobody can promise, laying it over a person nobody can read, and even speaking its name out loud at the end of a sentence you are not sure of.
