You can picture particularly as a finger that points at one item in a row and says 'this one, more than the rest'. It lifts a single thing above the others, or pushes a quality past the usual level. The same pointing finger, put after 'not', does the opposite job: it says the thing falls short of that special level — 'not especially'.
