Etymonline: lobby comes from Medieval Latin laubia/lobia 'covered walk in a monastery', related to Old High German louba 'hall, roof'; it meant 'large entrance hall in a public building' by the 1590s and the House of Commons lobby by the 1630s. The political sense arose in 1790s American English from influence-seekers gathering in the entrance halls outside legislative chambers, and the verb 'to lobby' (originally by frequenting the lobby of a legislature to solicit members) is recorded from 1826.
