Think of a line drawn around a language rather than around a country. Spanish, and with it Portuguese, spread out from one peninsula in Europe and took root across a whole continent, and everything inside that line, the people, the food, the music, the buildings, the subject you can study at university, can be called Hispanic. That is why the word can sit in front of almost any noun, and why it says nothing about which passport anyone holds.
The word comes from Latin hispanicus, from Hispania, the old name for the Iberian peninsula, plus the adjective ending -icus. So the line was first drawn around that peninsula, and later widened to follow the language wherever it went.
