Picture the single brightest spot on something — where the light hits hardest and it almost glows white. In a painting or a photo that bright patch is the 'high light'. Everything else about the word grows from that: the part that catches the eye.

A 1650s painters' term, high + light, for the brightest part of a picture. From there it spread to hair, to marking things bright, and figuratively to 'the outstanding part'.
