You can think of grower as grow plus -er: the one doing the growing. English leaves it open who that one is. It can be the person who makes plants grow, or the plant that does the growing itself.

Wiktionary gives the formation directly: grower is grow + -er, where -er traces back through Old English -ere to Proto-Germanic *-ārijaz.
