To officially allow someone not to do something or not to pay something.
免除／使豁免
You can picture a rule that everyone has to follow — pay this tax, take this test, do this duty — and then someone officially lifts one person up out of the line and them through: that obligation no longer reaches you. The core picture is being formally taken out from under a requirement that still binds everyone else.
可以想成有一條大家都得遵守的規定——繳這筆稅、考這個試、盡這項義務——然後有人正式把某個人從隊伍裡拉出來、揮手讓他通過：這份義務從此碰不到你了。核心畫面比較像「被正式從一條仍然綁著其他所有人的規定底下抽出來」。
