A dwelling is a house, a flat, a hut — any place that is someone's home. Forms, laws, and housing reports use it. Friends do not. In daily talk you say house, apartment, or home. A 'dwelling unit' on paper is just one home counted by the city. Though actually, dwelling can also be the -ing of the verb (as in dwelling on the past), but here it is the noun: the place itself.
