A debater is someone who speaks in a formal debate: a school team, a contest, sometimes a parliament. It is the person, not the event. You would not usually call a friend a debater just because they argue at dinner, though actually a strong dinner arguer might get the word as a joke. In school English it almost always means the contest kind.
