Curtly is how you do something in a curt way. If someone answers curtly, they use very few words, and it comes out sounding rude or cold. “Yes,” she said curtly. The shortness is in the manner — how they speak or move — not in how long they stayed. Same feeling as curt; this form just sits with a verb.
