One way to hold this word: colour has been put onto something. Coloured does not say which colour — only that colour is there, so the thing is not plain, not clear, not black and white. Name the colour by putting that word in front: cream-coloured, rose-coloured. Push the same picture harder and you get coloured, where the colour is strong enough to catch the eye. The heavy part of this word starts when the same picture is laid over people, and skin colour is treated as the colour a person carries.
