If you say something categorically, you say it in a sure, certain way, with no doubt left on the table. News reports love the pattern: someone categorically denied a story, or categorically refused an offer. It is a formal adverb. Though actually, it describes how firmly the person spoke, not whether the facts are settled. Students who know category sometimes hear categorically as “by group” or “in categories.” That is not what it means here.
