You can picture something carried all the way to completion — the practice put in, the thing fully done, nothing left half-finished. From that one idea of 'brought to full completion' the word leans two ways: a person who has done so much skill-building that their ability is now finished and polished, and a fact that has been so fully carried out that it is settled and can't be undone.

From accomplish 'to complete, carry out fully', via Old French acomplir from Latin complere 'to fill up, complete'. Both modern senses sit on that root idea of something fully carried through.
