Picture a mouth moving with nothing coming out of it. That gap — the shape is there, the sound is not — can be thought of as the whole word. English voice means two things at once, the sound from your throat and the say you have in a decision, so the same gap can be a throat that makes no sound, a group nobody in power hears, or a consonant made with the vocal cords switched off.
