Picture one person who wants to work but has no job — out of work. That single 'not-working' state is the seed: the country's rate just counts how many people are in it, and the benefit is the money paid out because of it.

可以想成一個人明明想工作、卻找不到工作，正處在『沒有工作』的狀態。這個『失去工作』的畫面比較像整個字的起點：把全國處在這種狀態的人加起來，就成了失業率；政府為了這些人固定發的錢，就是失業救濟金。
